Resources and Links Policy and operations: TEFAP is administered nationally by the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture (USDA). The agency’s TEFAP home page (http://www.fns.usda.gov/fdd/programs/tefap/) includes information about: eligibility requirements and how to apply; state, Tribal, and federal contacts involved in managing the program; frequently asked questions; funding and commodity allocations; disaster assistance; foods available; recipes using TEFAP foods and more. Legislative advocacy: The Food Research and Action Center (FRAC) in Washington, D.C. actively seeks changes in food and nutrition assistance programs, including TEFAP, to help reduce hunger and promote food security. FRAC’s home page (http://www.frac.org/) provides up-to-date information on legislative and administrative issues affecting TEFAP and related programs. Program and policy research: Taking the lead in the government’s review, study, and analysis of food and nutrition assistance programs is the Economic Research Service (ERS) of the U.S. Department of Agriculture (USDA). Food and nutrition assistance programs are a research emphasis of the agency (http://www.ers.usda.gov/), which maintains a briefing room on the issue, focusing on linkages with the general economy, program integrity, and outcomes. The non-profit Center on Budget and Policy Priorities (http://www.cbpp.org/) in Washington, D.C. conducts research and analysis on public programs that affect low-income people, including food assistance. Networking: TEFAP is a critical component of the country’s emergency food system that supplies food banks and food pantries. As many as 85 percent of the nation’s food banks receive and distribute TEFAP food. Additional information on food banks, their services and coverage areas may be found on the web site of America’s Second Harvest (http://www.secondharvest.org/). Another national organization with an interest in TEFAP is the American Commodity Distribution Association (ACDA).
