What is TEFAP ?

The Emergency Food Assistance Program (TEFAP) was initiated in 1981 to aid the hungry, farmers, and the federal government through the distribution of commodities. See “A Brief History of TEFAP” for additional details on how the program has evolved until the present day.

Under TEFAP, the U.S. Department of Agriculture (USDA) buys the food, including processing and packaging, and ships it to the States. A formula based on poverty and unemployment and updated annually determines the amount of food and funds a State receives.

Each State decides how to administer and distribute the food. Local organizations, including food banks, food pantries, soup kitchens, and emergency shelters that distribute food directly to low-income households or serve meals, receive TEFAP commodities. In 2005, over two-thirds (68.7 percent) of food pantries in the U.S. received foods from TEFAP, as do nearly half of the nation’s kitchen programs (49.4 percent) and shelters (45.9 percent) rely on TEFAP, according to national research conducted by America’s Second Harvest.

Another study by USDA underscores the importance of TEFAP to the country’s emergency food system. Approximately 85 percent of food banks nationwide were found to receive USDA commodities, which accounted for almost 14 percent of the food they distributed.
